Platted in 1909 by city founders Frank Kell and Joseph Kemp, the neighborhood began when the city was just 27 years old and had just 5,000 residents. It is named after Kemp's wife, Flora, who donated the city's first library. Today, that first library building is home to the Kemp Center for the Arts.
